Islington Council let the two PFI contracts for the improvement, repair and management of the Council’s street properties to Partners in 2003 and 2006. The Council has asked Homes For Islington (HFI) to monitor the contracts on behalf of the Council.
HFI has a team of officers (the Contract Commissioning Team) who are responsible for making sure Partners fulfil the requirements of their contract. The team are Eileen Abbott, (tel 020 7527 4267), Martin Church (020 7527 1824), Jane Mugridge (020 7527 4095) and Ivan Willis (020 7527 4197) and are based at Highbury House, 5 Highbury Crescent, London N5 1RN.
HFI is responsible for:
- Checking the performance of Partners in delivering services.
- Reporting on performance to HFI’s Contracted Services Sub-Board.
- Liasing with Partners to discuss and resolve problems.
- Paying contract fees.
- Organising repairs which are not the responsibility of Partners.
Complaints about Partners are dealt with by Partners under the Council’s complaints policies which is a three-stage process. HFI’s contract commissioning team does not become involved unless Partners have not followed the complaints procedure correctly.
